the re-sale of areas of Kai Tak not required

for the Aerodrome, such return accruing to the benefit of the Colonial Treasury.

It is true that in the early stages of the Kai Tak Scheme there was a suggestion that there would be such surplus areas (see my despatch Secret (2) of 18th January 1927) and it appears

that the effect of subsequent modifications of the

plans has not been sufficiently realised.

The

constantly expanding requirements of the

Aerodrome resulting from discussions with

experienced Flying Officers in Hong Kong did not take long to reduce such surplus areas to small dimensions and finally to eliminate them

altogether.

Some of the original proposals of early in 1926 are shown in the plans "A" and "3" enclosed herewith and a comparison of these with the latest plan prepared by Ir. Dawson which forms part of Enclosure I will show how the scheme has developed and how the areas which were at one time

considered available for resale have been

swallowed up by the extensions of the Aerodrome. There is I consider ample reason to justify a request that he matter of the subsidy should be re-considered on the ground that the original basis of consideration was faulty.
